The HTML/HTTP folks have been looking at something similar to
deal with the plathora of little decorative widgets that
are being moved around. Presumably, in the future they
will just start distributing a standard library of:
colored lines
colored balls
graphical arrows in little boxes

and add a field to <IMG SRC ...> so that you can get the
default on the local system, or one from some remote source
if there is no default on the local system.

The best idea seems to be similar to the best way to
lay sidewalks: see where people walk, then put the
sidewalk there.
