Well, an include tag as part of HTML, to be parsed by the client, is not
currently part of the spec, although it might be at some point. There's
been some discussion of this, though I don't think a resolution has been
made.
However, some web servers, such as the NCSA httpd, support includes on
the server side. This can accomplish what you want. For more information
on using includes with the NCSA httpd, see
http://hoohoo.ncsa.uiuc.edu/docs/tutorials/includes.html. With other
servers, consult their invdividual documentation.
