The A in ASCII stands for the USA.
And SCII = Standard Code for Information Interchange.
Within the US, it was I think the American Standards
Association (later the ANSI) working in conjunction
with the International Standards Organization (ISO).

When was it created? About the sali time as I was,
the late 50's.
