VRML SPEC: WWWAnchor is like a group node, right?

Omer Casher's VRML test file
http://www.ch.ic.ac.uk/VRML/3cro_connollay.wrl

uses the WWWAnchor as a group (or possibly a seperator).

It would help me if the specification were more explict. Perhaps "The
children of a WWWAnchor are treated as children of a Group" or
"It's like a group, dummy!"

Can WWWInline have children besides the "name"? Can it have more than
one?
