This is precisely what has been driving development of Mosaic for
many years now at NCSA. I don't know about Arena or the other browsers.

Check out the current efforts at NCSA, working name is Montage =
Mosaic + Collage. Don't how this relates to a lowest common denominator
like HTML, but its definitely related to cooperative scientific work.
